Language is a useful tool, clearly, but what is it?

Language is the method by which we quantize the meaning we see for the purpose of giving that meaning to another (communication) or to ourself at a later time (recording).

Stated another way (in a slightly different aspect): Our languages evaluate and measure out information with the intention of inducing the perceiving of that information by another (communication) or the re-understanding of that information by ourself at a later time (recording).

If we take the aspect that the universe is one giant ocean of information, of meaning, then language is our set of measuring cups.
