—If someone left a pile of wood or a barrel of fruit or just a pair of pants or shoes on the sidewalk, abandoned, we’d call it a wasted resource. We wouldn’t blame the pants. We would blame the person who put them there. We would wonder about the circumstances under which such waste came to happen.
